1. I have received representations from Acting Director of U»N«R»R»A. China office, through British Consul General, Shanghai, urging that members of C&N•R•R•A staff in Hong Kong should be allowed to Import supplies for their own use, free of import duty The only supplies affected in Hong Kong are liquor, tobacco and petrol.
2. It is claimed that, in the U.Kop U«N»R«R»A. 19 granted certain of the privileges and Immunities usually accorded to sovereign states, including tax exemption,
3. I should be glad to learn whether similer privileges should be granted in Hong Kong and, if so, whether a tax exemption covers all forms of taxation, as circular governing diplomatic privileges not available here.
